He was called a Zimmermann, which means carpenter in German (pl. Zimmerleute). The Prussian army had apparently abolished them in 1788, then changed its mind and reintroduced sappers in 1796.
The one shown in your link is a Landwehr sapper/pioneer, but they also obviously existed in line infantry regiments, each musketeer and grenadier company having two Zimmerleute. To the best of my knowledge, noone produces such figures, not even Calpe who have the most extensive Prussian range around.
This is typically the sort of figure Kawe & Co at Westfalia Miniatures could be enticed to produce, though. I'd drop Kawe a line if I were you, just to see if he is interested.
