Need help identifying this lizardman cavalry figure

My wife bought three of these guys at Border Reiver yesterday from Graham's Wuerkshoppe. I've tried to ID them and their manufacturer but I've come up a blank.

I'm sure a load of you guys know exactly what they are and who made them!

I think they may be irregular miniatures as the mount looks a bit familiar...
