Couple of tedious questions on shooting.

A tedious link in questions I know but here are a couple to do with Shooting and Mystic Powers

Water Bullets: States that the recipients gain +2 Pluck until one of them is taken out by a bullet.
Does the +2 Pluck apply to a) all Pluck Rolls including those made due to non-combat circumstances b) all Pluck Rolls as a result of shooting c) all Pluck Rolls as a result of being shot at by weapon that use bullets? 

Spitfire: We work it this way. The user passes a pluck roll to use it then makes a shot as if using a weapon with a +2 SV bonus. The range is LOS and the user can add his own SV. If the target is hit he is dead as he has no saving pluck roll. Is this right?
