I definitely think that the two main WWWII Italian angles are things related to the Regia Aeronautica and the Vatican, but that there's room for other smaller things too.

This guy would be cool for a "Vatican Specialist".

The Cardinal that I painted for my WZR Brotherhood. Maybe  ;). I was considering the vatican force too, a dieselpunk and mystical special force that fight against germans (and maybe other) to seal or protect sacred or evil artifacts from the ancient world from all over the world. I could use some old II edition Warzone miniatures, or some others from the Protectorate of Menoth (Warmachine), there are many miniatures that could be nice for a lvatican eague, but If possible I could prefer to use less famous miniatures, the steampunk teutonic knights of the dystopian legion range could be perfect for templars (or maybe knights of malta). For now however I'm still considering the blackshirts, they could be the "bad guys", the "good guys" could be the vatican (sometime not so good if the "secret inquisition" use brutal methods) and maybe some italian royal antifascist forces still loyal to the king that hope to stop the dictatorship of Mussolini, before it's too late for the country. The time could be before the war (Italy was neutral until 10 june of 1940), or few months before the 10 July of 1943 (when Mussolini is deposed). It could be a nice idea to create all these leagues for a long nice campaign, from the 1940 to 1945 and maybe some legays in the postwar period... I will se after reading the rulebook of Pulp Alley, in fact I want to use these weird forces for some pulp adventures (so small forces, not big armies) ;)

Thanks for pointing out the fact that Italy did have a manufacturing capacity. Maybe for inspiration you should look at designs from Ferrari for the racing cars of the Scudaria. I see Italian Weird War stuff looking very art deco for some reason.....

What a cool idea, I'm tempted to put together a Weird Roman/Itailan army just to see Mechanical Centurions and Gladiators marching into battle.

The ancient Romans are always fascinating ;)
For now I will create a blackshirts league, but maybe later I could consider to include some equipment with dieselpunk roman gears.
However I could consider to create an army of weird east romans from an alternate history, consider this: West Roman Empire fall in V century, however East Roman Empire (byzantines) survived and didn't fall from the turks in XV century, the East Roman Empire reconquest all its middle east lost territories and create an huge empire (about the size of the ottoman empire about its apogee). During the WWI the Empire is neutral (a peaceful Emperor). In 1939, before the beginning of the IIWW, the Empire is the stronger and advanced nation of the world, the new Emperor think it is finally the time for the Empire to reconquest ALL Europe and maybe more. For the Emperor!  :)
