Who makes this 'Indiana Jones' Figure?

I don't know, but he's rather nice. Didn't Rafm or Reaper release an Indiana Jones lookalike recently. It might be that one.
Having said that it looks like an old Mike Owen Foundry Old West figure pose, so it could be a great conversion.

Reaper did realease a new one, but I don't think it's this one.

That 2nd pic is a nice paint job. I've never painted mine cause the mini is a little flat and part of the whip is missing. However, after seeing this pic I really want to get mine painted up.

This is the one that one the Rattrap Pulp theme award at GenCon. Very nicely painted and the winner was happy with the box of swag I gave him.
