Having played an English/Scots border clash using Irregular Wars Conflict at the Worlds End last night I now want to try a European army against something a bit more exotic.  My plan is to use my generic Medieval Arab army as opposition, but they need some black powder support.

Ideally I am looking for 25mm or smaller 28mm figures as heroic 28mm will be a little on the large size, but if larger 28mm is all I can get I will give them a try.

Anyone know of any suitable figures?

I think eureka has some ottoman pirates.

Old Glory has a large range of early period Ottomans,should be able to find something suitable there and the size of their minis should be in the range you're looking for,hope this helps  :)

I was going to suggest TAG, but they are on the large size.

I use a few Foundry along with Eureka and Newline mixed together for my 17th century Barbary pirates. They are larger than old 25mm but smaller than a lot of the newr 28mm stuff.

Also look through the old Ral Partha figures - there were a few thieves/rogues that would work.
