is it true that the base does not matter when it comes to Line of Sight? Meaning that the mini itself needs to be able to see the target mini in order to have Line of Sight?

 I really dont get why the bases are mentioned in the cover section then. Under Line of Sight it says that you cannot shot at a target if LOS passes through another models base. That part is clear enough, but then the bases are mentioned under Cover, which is odd.

How do people play?

"(...) If a model can see part of the target miniature... Equipment that is being carried, such as weapons or banners do not count as part of the target model for line of sight"

So I would say the base is not part of the figure and doesn't matter when it comes to Line of Sight.

So I would say the base is not part of the figure and doesn't matter when it comes to Line of Sight.
So if I understand you correctly, you check whether you can see the mini excluding equipment, if you can you have LOS. You then check to see if part of the minis base i obscured, if so there is a penalty to you roll as the mini has some sort of cover.

Correct?

Yes.

It make sense if you imagine that when you see some part of the base the figure must be at a corner of the cover, so the cover is not as much protection as when the base is full hidden. So most of the time when you have LOS behind a cover and the base is full hidden you only see a part of the figure and it's harder to hit.
