I looked at the page's source code. One file references "The Institute" (I.e. MIT). Another has this line of text:

I'm taking that as the game being set in Boston and being a dead ringer for the novel The Postman (that and all the references to that in the previous game, plus youknow Bethesda spending all that time taking pictures of Boston this past few years). The Masterbrain I assume would be similar to the super computer that was found in MIT in that novel, though in the book it turned out to have been a bit like the Wizard of Oz (people thought it was the only computer that survived the EMP attacks, and that it could work wonders, where in fact it was destroyed like the rest. The techs in charge were just making crap up and fixing bits of old tech themselves).
