I know very little of Irish history. So bear with me.

But was it a thing that the Irish always walked around in bare feet?

The bare feet has always troubled me with Irish minis.

But was it a thing that the Irish always walked around in bare feet?

The bare feet has always troubled me with Irish minis.
Its thought that they probably went bare foot to allow them better grip on the often difficult and slippery terrain, also Ireland is quite boggy so shoes would get sodden and sometimes sucked off and lost in the boggy ground. Many Scots and Welsh also appear to have gone bare foot and probably did so for the same reason, because terrain in those countries is often difficult as in Ireland. Where some chose to go bare foot others however did wear shoes. (archaeology has unearthed early and late medieval shoes in all three countries)

As to whether those who went bare foot 'always' did so, I have no idea, maybe it was mostly a warfare thing and day to day life if they were on better ground then maybe they wore shoes.
