The baking soda turning yellow over time issue: I haven't found it much an issue. It could be that varnish prevents or slows down the effect. I have always applied a good layer (usually several) of matt varnish. Yeah, I said gloss varnish above, but that was wrong. Use sprayed matt varnish. My snowy terrain hasn't turned yellow much over some two years - except few little spots. I suspect these parts didn't catch that good varnish. I tended to it by applying a little bit more PVA/soda atop the slightly yellowish areas! About 5 minutes work, now as good as new.

I haven't used white paint in my mix, so I can't speak for or against it. I suspect it may take away some of the powdery effect. But my final resolution, if my snow terrain would suddenly start turning yellow, would be to dab white paint over it. Doesn't look like it ever has to come to that.

Allow me to cast another vote for Woodland Scenics snow and white glue.  It's made for the purpose and works great.  Bonus: it fluffs when you shake it out of the bottle so a little goes a long way. Here's an example of a terrain piece I made using it:

Woodland scenic snow is great but in part the yellowing culprit seems to be the PVA glue does seem to take around 8 years to yellow and this can be despite or indeed aided by the addition of white paint and or varnish. I am still thinking no more snow until convinced otherwise. Got more than enough lead without having to go back and fix things.

Maybe superglue is the answer?

Glue aside - and can't say I've ever done what I'm about to suggest, use Gale Force 9 snow myself - I've heard that a cheap way to produce snow is to sand down a white PVC pipe and use the bits that come off as snow flock.

Instead of using pva, you can also use water effects, both acryllic and resin.

DONT try to use salt as snow. It was recommended by a ´Friend´ it ruins your form core terrain as it soaks up water from the air.
