I can't believe nobody's mentioned Elemental Bolt yet, that's a spell that's got "Warp Lightning" written all over it.

I know this reply is a bit late, (hopefully not a faux pas for the forum), but wanted to chime in and say that if one wanted a Skaven with crossbow for Frostgrave, Mirliton's Ratscum  provide a quite nice alternative:

Take a look at the classic 1985-1987 Jes Goodwin Ratmen/Skaven. Almost everything you need is in that range:

You could use the sling man or staff slings as bow and jezzails ( or better, rifle armed Skaven ) as crossbowman, there are a few unarmoured ratman armed with daggers ( Thieves ) and clubs ( Thugs ) and even the old Rat Ogres could serve well as a summoned Bear ( if you choose that spell ).
Those models shouldn't cost you too much, not even on the Bay...

I actually have a few of the old pewter Skaven. Jes and the Perry Bros. sculpts are still head and shoulders better than the plastics out now. Those little rats have character.
