Sabre Squadron pre game questions

Playing first game tonight....finally!
Reading through the rules again and i am not sure i am missing somethings.
Have asked these questions on the Sabre Squadron forum but responses tend to be a little slower there and id like to try to resolve beofre this evening :)

1: If a Tank is firing at another tank in an open wood (less than 1" form the edge but not hull/turret down) there is no modifier to either the to hit/damage rolls for partially concealed?
There are no modifiers to hit vehicles or to damage them?

2: From Paqe 69.
If a unit out of the command area chooses option 4 and it fails its Training Test obviously it cant fire but doe the player get to change his mind and move the vehicle instead?
10.4.1 Elements Outside the Command Area
An element – not a company or battalion command element - that is wholly outside the area covered by the sheet(s) is outside of
the Command Area. This has the following effects:
1. Any move the element makes must end nearer the Command Area than it started. A vehicle in a networked unit may
ignore this by passing a Training Test (see 1.2.1 Training)
2. To fire at a target over 18” away the element must first pass a Training Test (see 1.2.1 Training).

I believe you are perfectly correct in Q.1. That's how we played it. If you're doing this you need to use 'shoot & scoot' really. For 2. I'd allow the vehicle to move towards/into command range as that seems to explain why they've not been shooting! Not sure what I'd do if they were stabilised, probably allow stabilised shooting!

Holidays have got in the way of logging in, but I've answered it in the Sabresqadron Forum.

Julesav is right on both accounts. Cover does not affect firing at vehicles - foliage etc won't stop a heavy round. Yes the vehicle can move instead, as Julesav says it is assumed the vehicle commander has prioritised moving to get back into the command area.
