The brick work is embossed plastic card. Covered of with polyfiller. I think most of the rest is mounting card.
Got another couple of pictures today from my brother, will post them later.

I love that warehouse frontage cut to fill up a corner - that's an idea I've seen on model railroads that I've never thought of borrowing for the wargaming table!

Odd Duck
It’s not the first time he has made scenery.
Sadly the previous stuff was for Warhammer or 40K, like this:
I have been wondering how to fit this into a Pulp game –

Thats an excellent piece of scenery, regardless of subject matter.  :-*
Inspired use of the Epic items for the scenes in relief. An excellent eye for detail.  o_o

Mac I had gathered from your intro that he was'nt a newbie, I was impressed by how much he had got done so soon after starting a new project!
That arch could be used as a monument or palace entrance in some fictional east european dictatorship.Fictional countries were a pulp staple,.The model has a fascist look to it,have to remove the rubble piles unless  your scenario takes place after or during a revolution. You could have the dictator employing mad scientists to build robots to compensate lack of manpower and waning political support. OOPS! Sorry letting my Imagination run away there. I'm sure you'll find a pulp scenario for it.It is a stunning model
