Spear Carriers

In the literal and metaphorical sense.

Next year, GLW, I hope to have 25mm Tarzan running around with some natives for an IHMN game (This year's game figure are a WIP) so I will need a Chief, a Witch Doctor, and about five guys with spear and shield.  I have 15mm natives but plan to use 25mm in one session and 15mm in another.

Factors to consider:

Low Cost  (I am mostly using 3mm/6mm/15-18mm these days but this is for local convention)

Median Quality (on my best days I paint to that standard)

Not too many leftovers from a pack to deal with (no need of pack of 30)

What sources, preferably in the USA but not required (needed next year,) do you suggest?
