First Congo Games stress question

Played first games of Congo.  I'm really loving it.  Have a question about stress from musket fire.  The books says after being shot by muskets the target group draws a stress token after removing casualties.  The question arose, if there are no casualties does the unit still draw a stress token?

You take a stress, if you had at least one key even if it was saved.
