I'm inclined to say a conversion.

It has FW DKK legs and pistol arm could be from WFB Empire kit? And skull shoulder pad is from 40K Baneblade Commander sprue.

Thanks for the responses. I tracked down the converter, it was a kreig death corps quartermaster (limited run?) The newer one appears to be different.
