Cost of Spells for Lurkers

Once you have given a Cult Leader the "Speak Languages" skill, how many points (if any) does it cost to give the Cult Leader spells?

My apologies for the ignorance, I am new around here.

Although not specifically stated, I have been using the cost as noted on the High Priestess' listing : 3 points per 1 random spell.

Thank you.  I have been using 2 points, but it seems too easy to load up the spell caster and make a monster.  I will try this.

The High Priest is a deal at 10 Pts. and comes with 3 spells. Cult Leaders cannot purchase Spells...although, could have Speak Languages if they could get Spells in the scenario or whatever.  :)
