I have the Department,  I just haven't read through it in a while, I guess I will have to.  I have been looking for the Ghosts of Hefei rules for purchase, but I cannot seem to find them.  Can anyone point me towards where I can purchase them?

As to Pulp Alley I have enjoyed it snice I first read Malebolgia's initial Cyber Alley thread.  I like how a character's wound hreshold is tied to their skill levels.  I also enjoy some of the openness of there force generation system.  But I think that flexibility also looses some specific feel of subjects like Cyberpunk.

I would also have to recommend 5150 Urban Renewal by Two Hour Wargames.  It is a RPG - lite skirmish game. Somebody has also written a Cyberpunk add on with the icon 'classes' such as Fixer, Hacker, Ronin, etc.   Somebody else also has written a Shadowrun type add on.   Both should be available on either the yahoo group or on the THW forum.

I didn't find these house rules addons  ??? (neither on group or forum).

Personaly I plan to reuse the magic rules from warrior heroes books I have (other rules from thw), the only things I will have to house rule a bit more will be the deckers (hackers) and riggers (drone controllers).

The other typical cyber stuff is already there in the game (coop and solo modes, campaigns, cyber enancements, cyberware, drugs, jobs, etc...).

Way back, FASA had a skirmish game called DMZ for Shadowrun (something similar to Battletroops at the time). I've seen announcements that CGL is also looking at a new Shadowrun based skirmish game, but their schedule is 'fluid'...
