From memory I think the leather gaiters worn by infantrymen in the AZW were 11" tall at their longest point

Interesting articles on the VW Forum, but the photographic evidence in them, particularly the contemporary Victorian photos, seems to show gaiters taller than those sculpted on the Perry figures shown in this thread. The Victorian infantry 11" tall gaiter would cover most of the calf. In scale terms, the Perrys' gaiters look to be about 7" - 8" tall, and that's without trousers turned  over the top of the gaiters, or the gaiters apparently sagging with wear.

Yes, I agree. You can see the top of the gaiters on the sculpt and they do look too short.
