A related question: which model train scale best matches 25mm/28mm scale miniatures (Malifaux, Warhammer, Warmahordes, etc.)?

I have had good luck with O-scale (according to wikipedia: "various: 1:48 to 1:43.5") but I know it can run a little large, especially compared to miniatures closer to 25mm rather than 32mm.

I have some O-scale Plasticville trailers I am using for 28mm post-apoc and I think they fit great:

Note that a lot of the gubbins I used are actually from Rusty Rail and Rusty Stump, from their O-scale lines.

For cornices you could look at decorative wooden mouldings made for Dolls houses. Some of them will be a bit large, but you could find something. One example is here;

Some model railroad places offer items in "S Scale", which is approximately 1:64.  28mm is ~ 1:56, so S Scale and O Scale sort of bracket the target...
