Couple the fact I can say that to the whole zoidbers statement and you must admit wargames factory did an impressive job of making the most one dimensional variation of heads out there.

I think swapping in unhelmetted heads that look like normal non-evil humans could go a small way towards changing the context of the miniatures.  Like Bewyr said, it's tough to shift these away from obvious Space Nazi, Neo-Sov, Not-Galactic Empire or Not-Helghast themes because of the coalscuttle helmet.

If I had infinite funds I'd pick up a box of these and some standard bare or beret-wearing heads and have a crack at making these look as good-guy as possible.

I think that there's quite a lot of manufacturers out there that offer separate heads to give these figures a completely different look… Especially if someone’s is ready to "break the mould" and put historical heads on Sci-Fi bodies.
A CANADIAN local hobby store with a small selection of historical wargames miniatures (mainly from Warlords). They also have a great selection of paint and hobby accessories from Vallejo, Army painter, AK Interactive, Green Stuff World and more.; https://tistaminis.com/
