Not sure if they still sell them, but Foundry had some nice Mexican regulars in their western range, also had a fair range of Maximillian Mexican and European troops, Gringos40 have some very nice troops for this period.

Ramirez,
The most comprehensive and best deal for your wallet are of course Old Glory. Not the best sculpts, but they are correct in their uniforms. They even have US troops including sailors for the Vera Cruz landing.
Foundry has some that will work, like  the irregulars from the Camerone line, but for the most part are Maximillian are too early. They could work for early part of the war Federal troops, but for the most part, they switched to a more "modern" look very quickly.
Gringos has a nice growing line for the period.

Yes, the Brigade stuff is great, just not very comprehensive. Almost nobody does mounted, or troops in sun helmets but OG.
Pulp Figures has a few packs as well.

Although very nice sculpts overall, the Brigade figures are let down by hugely oversized ammo pouches on their bandoliers.

There's also the Outpost Wargames Services range. It has some serious accuracy problems; e.g. all the revolutionaries are erroneously depicted in Old West-style chaps rather than the knee or thigh-length leggings actually worn, but there are some bits you can't get elsewhere, such as dismounted Rurales command figures.

OG is still the most comprehensive range, and the sculpting is amongst that company's best efforts.
