I bought WHH's The Great War at Salute, which I may use instead (with some changes). I'd still like a copy of VS&F, though.

I bought mine in the UK several years ago and can't remember who from. Its worth trying Spirit Games or Caliver Books or Keep Wargaming.
The rules are based on Brother Against Brother (the ACW set), they are a good fun system.

They can be acquired in the US through Brigade Games, as can many of the excellent Parroom Station miniatures.

There is an established background, but you don't have to use it. There are rules for building your own units, contraptions, etc.

The rules do have a points system for building up forces, if you like. Again, it isn't mandatory, but a nice touch.

Just recieved my copy and there isn't a points system or rules to build your own contraptions. Do you have a different edition to me Doc? The reference number on the back of mine says PSMR-101 and the only dates I can find are on page 2, 2002-2004.

My first vote would go for Valor Steel and Flesh, second choice would be Rampant Colonialism, by Flagship games, Third would be Colonial Adventures by two hour wargames, next would be Great War, with some modifications and last would be GASLIGHT.  Much of it depends on how big a force you want each side or player to control.  RC or Great War likely handle the biggest forces, but they are both Igo-ugo games. 



There are other sets out there, that I have played but not really enough to comment on.  For multiple player games with 2 sides, but with each player on a side with slightly different objectives, the impulse system of VSF is great.
