Does anyone make 28mm ww1 german naval troops, Seebatallion and sailors with the backpacks?.

The only suggestion I can make is the German Sailors in hat from Brigade Games. Sorry no backpack, but are quite useful troops for all fronts.

The Seebataillon uniform in the Great War on the western front (and China) is not identical, but similar to the Jäger uniform. Both Great War Miniatures and Renegade do Jäger figures. A bit of work on the cuffs and turn the puttees into boots with putty and you have something resembling Seebataillon.

I thought the wore a type of helmet similar to the British Foreign service helmet in China?

They may have done, but the only photos I have seen of them at Tsingtao show them in their Shakos or peakless caps, just like on the Western Front. The siege of Tsingtao was in October and November, and the German Naval troops all wore their winter gear.

Foundry has some WW1 (and franco-prussian war) jaegers.
ironclad has some earlier jaeger, too.

The reason I ask is that the wore the foreign service type during the Boxer rebellion and Bob Murch has them in the same helmet for the Interwar period. Did they temporarily change headgear or was it dependent on the theatre they were in?

Dependant on theatre and time of year. The familar khaki outfit with sun helmet was the tropical/summer uniform. I don't think Tsingtao has a tropical climate, so they would have only worn that in the summer.

I don't think Bob Murch's figures are inter-war. As far as I know there were no more Seebataillon after the end of the Great War.

Although not an official state army, contrary to our knowledge, some seebatallion survived during 1919 at least, since they formed a Freikorps.
