Xenos Rampant Rules question

Hello All,

A quick question for the community.  Does the Commander's +1 modifier for activation test apply to the Firefight reaction test?

Had our first game and really had fun, more to come.

According to the chap I am going to play my first Xenos Rampant game with on the 8th and he said this to your question:

"I think maybe not, it says it works on ordered activation, and an ordered activation is something you do in your own turn, whilst a firefight is a response during the other player's turn. Looks like a firefight reaction is always 7+."
