To: The Japanese Ambassador, Japanese Legation, Peking, China.

In the interests of retaining peaceful relations with the Japanese people in the aftermath of the unfortunate recent engagement between Her Majesty's armed forces and those of His Imperial Excellency the Emperor of Japan the British government is unable to confirm the exact whereabouts of Major Allan Farquar-Farquarson VC.

We believe this to be unacceptable. He is a British officer and you should therefore know his whereabouts. This stand point of 'retaining peaceful relations' is a cover for something far more sinster than we first thought and in my official capacity I will take this opportunity to warn you that any 'mis-behaving' will not be tolorated.

Sir,
Our most gracious Majesty seeks to maintain diplomatic relations and good will with Japan at all times and furthermore considers Japan to be a valuable ally in the east. She will however not tolerate veiled threats and be questioned as to the movement and whereabouts of her military personnel.

We also feel that Britain is a valuble asset to us but my belief is that this officer is a danger to the Imperial family, one member in paticular, and we should therefore be informed of his whereabouts in case there is another 'incident'.

With regard to the 'veiled' threat, no threat was intended but action will be taken if the situation doesn't improve.
