It is a 20mm WW2 cart.
In the tradition of Hinchcliffe those tiny round bits are to go on the outside of the wheels.
In the tradition of my making wargames things...they are consigned to the parts box. Too fiddly for my fat fingers.

A similar cart was used to transport John Wayne in the film, The Longest Day'.
In that two soldiers were the motive power. I think (based on my poor memory of the film)
that the 'stick' bit was attached at 90 degrees to the shaft, so they could push against it.
