I am not familiar with any supers rules that are worth it and free.  I had a set of free ones once, but I didn't care for them and deleted them.

Super System is the way to go.  The updated rules just came out.

Supersystem is very good (haven't picked up the third edition yet though).

Free? Pulp City is free (downloadable rules from their website), but the characters are pre-generated for the Pulp City universe, with stats included with the minis.

In terms of gameplay I prefer Pulp City to Supersystem (first or second edition), but with Supersystem you can build your own heroes which is a big advantage.

Well, I was about to suggest Savage Worlds Showdown! ruleset, but it appears that Pinnacle's taken down the link until they're ready with the newest revision. It's usable for just about any genre really, and free. I do have a copy of the "Alpha" edition, though, and can send it your way if you'd like... I don't think it'd step on any legal toes.

I do have to cast my lot in with the SuperSystem crowd, though. I was admittedly a little nervous about buying the new edition, but soon firmly decided it was $11 well spent, and am now going on a huge superhero kick.  :D

I'd have to echo the others in support of Supersystem.  It's a minimal outlay to get a set of rules that allow for a great deal of creative freedom.  In my opinion the cost is worth it when considering the work you'd have to put in to make a free system work as well (of course I might just be ignorant of the existence of a free system that's just as good).

Considering that Super System is about 10.95USD, even after printing and binding it, it comes in well under the cost of a rulebook for a major wargames system. Even a deck of Warmachine unit cards costs more.

Get Supersystem! All the others sets are a bit lame compared...
 ;) :D
... and do yourself a favour and DON'T get Inquisitor. A very complex and awkward system in an odd scale. The only good about it is that it is free. But it has very little for Superhero gaming in it!
cheers and keep on gaming, Agis - https://www.adpublishing.de

What Agis said...spend your money on Supersystem (great super-game) and forget Inquisitor (clunkety-clunk).

Mordheim, but even that game will not give you true Superhero gaming.
No Superstrength, no Flight, no stretch etc etc
