Teratophobia (injury) causes Fear only if I understand corrrectly. Fearless (skill) would override that. Rugged (skill) would override all Hideous checks.
Since a Lurker could cause both a Fear AND a Hideous check, 2 Resolve checks would normally be required; Fear at <10" and THEN Hideous in CC (Ouch).
So, as far as I understand it, neither Fear nor Hideous override each other; they both must be made as Resolve checks, if applicable.
But 2 injuries that cause Fear and Hideous checks would require 2 skills to negate/override the effects. This seems in balance to me, as a Threshold Agent would have less room to improve on other things (skills) if he was pre-occupied with overcoming his fears...
