They are embossed plasticard stuck to foamboard or foamed PVC. Antenociti's Workshop sell them or a comapny called Plastikard. This was my first stab at a scratchbuild but it gives you the idea:

The use of the sepia tone is a touch of genius. The figures and terrain are of course splendid, but this makes it look so real. The colour pics are non too shabby though
