I'd suggest older manufacturers that made 'true' 28mm figures, like Ral Partha (some sculpts by Tom Meier and Chris Fitzpatrick) and Grenadier (sculpts by Julie Guthrie). Still, the LotR dwarves are pretty unique in style and design.

No, The Vendel ones are too big.

Hasslefree are closer, I think.

Possibly Denizen too as their stuff is true 25mm from the old days.

Wow...those units of vendel minis look really nice!  Too many white beards in the first unit bu really quite good.

not sure about actual height, but in proportions they look realistic like the LotR ones.

Didn't know that the Vendel dwarfs had the wrong size..  They were already on the want list for ages though, but that I have to order them from the US nowadays made them drop quite far down the list..   :'(
