I still have some stock left of medieval figures that my company produced scale-wise for LOTR as well as other medieval games with no weapons and don't look like they are fantasy figures. Send me an e-mail at

Say! It just occurred to me - what about Mithril miniatures?

They have a few human civilians here: http://www.mithril.ie/races/index_humans.html , with a few more unarmed humans and elves that could be used as civilians throughout their lines.

Also, they used to have some lines from the Silmarillion or other books which I don't see on the website (I guess they're OOP?), but if you could find them somewhere, there are a few that would work well as civilians (i.e. Gamling the Old, Grima Wormtongue, etc.)

Hm, Mithril... With 32 mm they seem to be on the more than large size for Lord of the Rings GW minis. But I'll have acloser look at them, there seems to be some interesting stuff there.

They're not heroic scale and have fairly refined features and normal proportions, so they might work for the GW 28mm LotR.

Mithril do work well with GW LOTR, and I use both.  They have quite a few hobbits in the rare stock section http://mithril.ie/rare_stock/index.html on page .
They also do figures for Bree http://mithril.ie/M-Series/index.html under the Village of Bree section which could be useful.

Mithril is one of my old, old loves in the world. Here's what I did for a game at Historicon in 2001 (rubbish photos, I know, but here goes...):

The Oaten Pipe Regulars
