Are these rules suitable for riots in Ancients times?

Ancient skirmishes, yes.  How big of a riot are we talking about?  :)

Ancient Rome: 30-40 figures in the rioters, armed with sticks and stones, up to 12 in the Vigiles, some innocent civilians in the middle?
