Hat Guy: I agree - I'm having trouble finding suitable model based on the comics - all Victorian ladies are either old frumps or revealing far too much skin for Mina Murray, or, well let's be frank, any real woman of the time outside the most ancient of profession. Still I think the ironclad mini with minor conversion could just do the job.
Melnibonean: I agree with Christian his dress doesn't fit the 1890s, however for those on the fora truly smitten with the Leagueverse you must admit it makes an excellent mini for Dr. Peter Bradey of the doomed 1940s 'Surrogate League'. Frankly I'm keen on not only doing the 1890s League but its 1910 successor, as well as France's Hommes Mysterieux, Germany's Zwielichthelden, and perhaps the 1940s imposters and the earlier groups. Not to mention a Masonic MI5 force led by Moriarty, Fu Manchu's Tong and Dr. Moreau's children's book inspired horrors. Really Moore and O'Neill's world allows endless possible mash-ups of fiction and history.
