Are you eventually going to balance the # of Japanese packs with Russian??

Sort of.  ;) I don't really have a specific number of sets for each side in mind. There are currently more Japanese sets available as I wasn't sure to do the Russians at all, when I started the whole thing.
I try do make future releases either corresponding 50/50-splits between Russians and Japanese, like the next one (see below) or batch-wise for one side (i.e. around four sets that belong to each other for example four sets of ragged Russians).
There might also always be the odd set sneaking in depending on mould space and Paul's schedule.

WOW! Are you going to make Artillery, Machine guns and Calvary for this conflict?
Also how long would the Japanese, be using this style of uniform.

Next on the list are MG teams for the both Russians and Japanese and a set of standard-bearers and buglers/drummers, also for both Russians and Japanese.
After that, artillery (the Putilov 7.62cm M1902 for the Russians and the Arisaka 7.5cm for the Japanese) shouldn' be too far of after the a.m. 
I hope to be able to also get some cavalry done at some point but that'll be a major investment as I would want them to by 'complete'. Planning so far would include six to seven sets for each cavalry type/uniform variant (to my knowledge there were two Japanese cavalry uniforms in use and at least three Russians types).

According to Osprey, the Japanese first began issuing factory-manufactured khaki uniforms in June of 1904 directly following the Battle of Yalu River. Prior to that, it's likely that some Japanese soldiers dyed the white, pre-1904 summer uniforms khaki much like the Russians did with their tunics.

Priority for the new uniforms was foremost for the infantry, followed by the cavalry, and finally for the artillery. As such, it is perfectly historically accurate to paint up an army with a mixture of uniforms if you so desire, both for delayed shipments to the different branches but also because some units either simply didn't receive them due to logistical difficulties or refused to besmirch their honour with camouflage.

They're Paul Hicks sculpts, so they're perfectly compatible with Perry figures. Mike Owen's Artizan FFL are a bit taller and beefier, though.

I found two sets of Perry Naval Brigade miniatures, here are some quick and blurry (sorry!) comparison photos:

So far not. I'm actually not looking for one right now, though. I first want to develope the range a little bit further and I'm also a little bit discouraged by the whole legal side when working with distributors. But I will have a look into it later this year, when I hopefully get my breath back a little after this term at university among other stuff.  ;)
Meanwhile, I have already sent quite some shipments to North America and never had any problems and postage is quite cheap using airmail (only 3.50 Euros for up to 500g). (But I know it's the potential custom's hustle that bothers people the most.  :?)

Correct me if I'm wrong here, but I believe if you declare your goods as toys, they are exempt from customs duties in the US - at least I seem to recall reading something to that effect in the past.

On the import/export theme I've imported painted figures from DPS in Hong Kong many times and never paid any duty, all the boxes have tin toys written on them where it says 'description' which might account for this. Beautiful sculpts these Russo Japanese figures.
