I'd pick up set of Artizan WWII British Paras, and paint their Denisons and trousers in white:

Kitbash some goggles, and replace the maroon berets with white, or greenclay cap comforters.  Make a couple of sets of snow shoes to strap on the small packs.

I think HLBS did Canadians and Yanks figs  for the Alutian campaign., or Russian civil war intervention forces in winter kit
