Does anyone know whether/where this figure is available now?
I know it was part of the Goblinaid effort originally

It's no longer part of the Goblinaid effort (which ended at the end of January I believe).

This one was sculpted by Gael Goumon, so perhaps he now has the rights again? I seem to recall they auctioned off the greens though, so, I'm just not sure.

I wish I could be more help. The Ral Partha Europe page said they'd not be available in their current form ever again. I have to wonder if that means the model or the set.

I meant to get a couple of the sets. I have this one on the way.

You might want to try email RPE anyway, it seems they have some around still, and they told someone on the Facebook group to shoot them a message.

Thanks for the help and suggestion Varangian.
I messaged RPE, and, as they are still processing Goblinaid orders, was able to add this figure (and a couple of others  ;))
Very nice and helpful.

Oh good! I'm glad it worked out. I got mine today with the Tre Manor sculpt. They're both beautifully cast. I'm quite excited about it.

I'm considering getting a bunch of the Goblinaid stuff from Wargames Foundry to go with him. It'll give him something to be king of....

wish there were more Victorian goblins
I used to be with it, but then they changed what it was. Now what I'm with isn't it anymore and what is it seems weird and scary.

I've not painted mine yet,sure I got him and some napoleonic goblins to go with either my flintloque orcs or,warploque miniatures when their released.
