Actually, we have the tabletop at eyes height when sitting. We then have rules, reserves, snacks, dice, beverages, etc. at the lower table without interfering with the game.

And, of course, we stand up when moving stuff in the middle or far side of the table.
Ask at the LAF, and answer shall thy be given!

In the meantime, I have added magnet strips to the end of the legs, and to the points where they touch when folded - that way they are kept in place when the table is carried around.
