There's a limited number of slots each year and it's generally the first "X" number of entrants to send in their first three teams by the deadline. The rules thread explains things in more detail:

You don't even have to be a great painter, they let me in!

Last year 30 of 50 slots were filled, this year 40 of 50. Although I can't make reliable predictions about next year, so far it hasn't taken any special skills to get in...other than determination and endurance, of course. Just watch the relevant board and you can't miss it.

The next LPL will be in 2015 I think they have started as early as February in the past.

There's also the painting clubs which are pretty cool- one figure per day according to a theme, no pressure to do more than one.

I really enjoyed the 'Army Painter' league last year... Each participant was to paint one unit per month. That started July or something, and ran six months. No prizes, evaluation or anything. Just the joy felt upon getting something accomplished :)
