When seems to be winter of '44/'45 and where is obviously the western front, so still probably somewhere in eastern France. There really couldn't be any other time or place as that's clearly an American infantryman checking out the tank. Don't know how you'd narrow it further though.

Nice find. I have a platoon in 15mm as they're just so cute. They were used on the Eastern Front too.
