I suggest you look at Pete's Flags on Ebay. The downside is that the number of offerings (so far) is not complete. The upside is that his flag sheets are perhaps the best currently on the market.

I overlooked that Pete's Flags do WotR - I have several of his other sheets and they are wonderfully detailed and coloured.
They are the way to go, as organised by leading noblemen.
Look for them on ebay.

In my opinion Pete produces the best colourful and perhaps more important painterly flags, banners and standards out there (remember, we are painting our miniatures, they are not reality!):
