Is it bad that I never seem to have enough "On Fire" counters in the games I run?

No, that's just a sign of a proper fun game.

Top hats? How about bowlers?

This is perfect! I do kind of want to see the revolvre with a hat, though. And maybe the knife should be held over one too?
