Argonor is correct it's an oldie but goodie from GW
It was originally released in 1992 as part of the volley gun crew and named as "Leonardo the engineer"

Around 2001 when GW repackaged the Dogs of War range he was re named "Leonardo di Miraglio", but I don't think the figure was repackaged or sold singularly.
The figure it's self is by Michael Perry and based on a self portrait by Leonardo da Vinci
