Is there a general guide for painting hair recipes using Vallejo paints or similar?

Seems like a great place to start offering our own recipes if you're amenable to it?

Blond/Blonde:

Shade (complete cover) - GW Averland Sunset
Middle (start to pick out individual strands of hair) - a 50-50 mix Averland Sunset with P3 Menoth White Highlight
Highlight strands - P3 Menoth White Highlight

You can be quite aggressive with the highlight colour.

You can use GW Ushabti Bone instead of the P3 colour (they're both basically bone colours), but the GW colour is slightly darker and to my eyes has a very tiny hint of green in it.
