Very much so, though the author does mention the original clix, Mage Knight.

Fair's fair, the paint can range from atrocious to surprisingly acceptable, and if someone paints anyway, not difficult to touch up. In general, an improvement to the eyes alone can go a LONG way.   

For someone such as I, never worse than my best attempts. *sigh*

I think it was briefly mentioned, but many of the Shadowrun figs from Ral Partha Europe or Iron Wind Metals are quite nice and even hold up well today.  I painted up a couple at a paint-and-take a few years back and they scaled up well with 28mm.
