Why didn't anyone get "New Team" bonus points?

The "New Team" Bonus is only awarded from turn 4 onwards since everyone has to provide three new teams for the first three rounds in advance. The only bonus points for the first three rounds are for meeting the special theme for the first round.

I'm curious how the scoring works.

The reason I ask is because I don't understand how some of the lines rank. For example: Michi and Tsar both have 17 vote points, but the votes for, against, and differences are quite different.

The vote points are based on how much percent one gets. So if you get 90 votes out of 100 you get 9 vp, but with 200 out of 400 only 5.

Vote bonus points work as Lt. Hazel described. A more detailed explanation can be found in the rules thread. Basically, fractions of 10% are rounded up in favour of the lower-scoring participant to level outliers and widen the field for the pairing process. Also, it reduces the risk of creating "uncatchable leads" early in the League, a problem we had a couple of times back in ye olden dayes.
