The stars were a 'cheat'; repurposed 1/200th tank decals  ;)

It was a fan sculpt based on an unreleased citadel dwarf wizard, which was never available for sale. The sculptor had a handful copies made to give away to friends, which this must be one of.

I'm lucky enough to have one somewhere. 8)
