Rail Modelling scale compatible with 28mm?

I'm looking to do a station entrance for use in wargaming, specifically latter nineteenth-century (1850s-1870s), Warmachine, and Warhammer 40'000, and I want to know what gauge is the most compatible, I'm thinking 'N' gauge, but I'm not sure.

Beyond that I'm a complete novice where rail modelling is concerned, and beyond buying a copy of Model Rail yesterday morning, I haven't had anything to do with it in about thirteen years, so any tips or links to sites would be welcome.

S gauge, at 1/64, is probably the closest off the shelf but it's reasonably hard to find.  Some folks seem to be using O gauge (North America 1/48, Europe 1/43) but it can look very large compared to some minis.  N is far too small.

 you sometimes get toy trains in the looks right scale available in pound shops (or local equivalent) or other discount type places

I spent a reasonable amount of dosh on some O gauge for the purpose.

You might want to take a look at my collection and the "RIGA 1919" scenario, that might give You another impression of 0-gauge (or better, Michi's collection)

You might find ON30 stuff on HO track gives you the look you are after for wargaming.
