Glue for a green army man tank

I have a green army man tank, M-48 Patton, I am trying to put sandbags on it for extra armor but I can't find a glue that will adhere to the plastic.
I have tried super glue, Testors and white glue.
I used to be with it, but then they changed what it was. Now what I'm with isn't it anymore and what is it seems weird and scary.

Wash the tank, then try a hot glue gun.

Rough up the surface with a little sand paper too before glueing. You might have to resort to a 2 part epoxy.

Loctite makes a superglue for plastics.  You apply an activator to prep the plastic, then glue with the superglue.   I've used it successfully on soft bendy 1/72 scale plastic miniaturues, which are similar in composition to the green army man plastic:

Loctite don't tell you, but the activator pen still works with ordinary superglue after the tiny tube of glue you get in the pack has run out.

I just used super glue on my tank conversion.  What were you sand bags made of?

I tried using miliput but My sculpting was not up to the task.

May I recommend superglue with baking soda as an activator? Sean Patten at http://www.ironhands.com/10tools.htm swears by it, instead of at it...

Have you tried two component epoxy glues?
Far less active than I used to...

I sort of thought that might be the case, you confirm my suspicions.  ;)
