Looking for unarmed civilians for VBCW

I'm hoping to make a small diorama using the new Bolt Action Oswald Moseley. I want to put the figure and bodyguards on the back of a flat bed truck as though he's giving a speech and I need some 1930/40ish civilians to provide the listening crowd.

I'd be grateful for any advice as to where to find such civilian figures. I'm aware of the Bolt Action towns people set but anything beyond that would be really helpful.

For what it's worth, I've done a good deal of converting armed figures into unarmed ones. That may be easier on the wallet (unless, like me, there were armed figures you bought specifically to convert to unarmed... but then I'm a mad bugger and a perfectionist).
